PROBLEM TO BE SOLVED: To suppress occurrence of secondary damage such as rear end collision by a following vehicle while reducing collision damage. SOLUTION: The collision time t [s] to the collision with an obstacle is calculated (S1 and S2) based on the distance L [m] to the obstacle and the relative speed V [m/s] with the obstacle measured by an inter-vehicle distance radar or the like. When the collision time t becomes a predetermined valueαor less, a collision alarm device is actuated during a predetermined time to call a vehicle driver's attention and a brake is weakly actuated (S3-S5, and S11). When the vehicle driver does not notice the alarm due to some cause and the collision time t becomes not larger than a predetermined valueβsmaller than a predetermined valueα, the brake is actuated (S6 and S7) at the maximum capacity. Afterward, if an airbag is being actuated, a brake operation state is maintained for a predetermined time or up to stopping, while if the airbag is not actuated, the collision alarm and braking are released (S8-S10).
