PROBLEM TO BE SOLVED: To provide an ultra-thin type floor cooling and heating panel having a function as a floor, and capable of improving floor cooling and heating efficiency. SOLUTION: Joining is carried out in a state of holding a mouth ring 14 for input and output of fluid between a planar upper part plate 9 and a lower part plate 12 having a flat fluid passage. By plurally providing male screw type inlets 15a for introducing the fluid and female screw type outlets for leading out the fluid introduced into a panel interior, a flow rate of the fluid can be secured and thinning can be provided. Since the panel can be laid by alternately connecting the inlets and outlets, and a pressure of a circulating pump becomes even, deformation of the panel is prevented. A weir dividing a fluid passage in the lower part plate 12 of a panel body, and a load resistant structure is provided by welding weirs of the upper part plate 9 and the lower part plate 12. Since it can function as a floor by placing plates between laid panels and eliminating gaps, and a new floor is not laid, heat conductivity can be remarkably improved. COPYRIGHT: (C)2009,JPO&INPIT
