A mat member, a method of fabricating a mat member, an exhaust gas treating apparatus, and a noise suppressor are provided to suppress scattering of inorganic fiber by forming an inorganic fiber scattering suppression part in a part of the end surface of the mat member. A mat member comprises: inorganic fiber; a first main surface(250) and a second main surface(260); an end section(280) surrounding the first main surface and the second main surface; and an inorganic fiber scattering suppression part(290) formed in a part of the end section of the mat member. The inorganic fiber scattering suppression part suppresses the scattering of the inorganic fiber. The inorganic fiber scattering suppression part comprises organic compound.
