PROBLEM TO BE SOLVED: To provide a method of selecting a water retaining roadbed material having a normal road bed material and a water retaining material which can easily determine the ratio of the road bed material to the water retaining material and the grain size of the water retaining material, and also provide the water retaining road bed. SOLUTION: In the water retaining roadbed material containing the roadbed material and the water retaining material, (i) the mixture of the roadbed material and the water retaining material in use is adjusted to an optimum moisture ratio to provide a water retaining amount, a dry density, and corrected CBR. (ii) The mixture in which the mixing ratio of the roadbed material and the water retaining material is changed is adjusted to the optimum moisture ratio to provide a water retaining amount, a dry density, and a corrected CBR. (iii) Based on a water retaining curve and a corrected CBR curve against the provided dry density, the range of a dry density in the target range of the corrected CBR and the target range of the water retaining amount is determined. (iv) The mixing ratio of the roadbed material to the water retaining material is so determined as to come into the range of the dry density. As necessary, a pumping height against fineness modulus is obtained for selecting the material. The water retaining roadbed formed of the selected material is also provided.
