PROBLEM TO BE SOLVED: To properly determine whether or not an acquired walking signal is generated by walking. SOLUTION: A walking pulse detection part 102 converts a walking signal from a sensor 101 corresponding to walking into a digital signal, and outputs it. An acceleration peak level detection part 106 outputs the peak level signal of the walking signal. When the difference between the current peak level signal input from the peak level detection part 106 and the data of the peak level signal stored in a storage part 105 is equal to or larger than a reference value stored in the storage part 105, a processing part 103 determines that the current walking signal input from the walking pulse detection part 102 has been generated by walking, and when the difference between the current peak level signal and the data of the peak level signal does not reach the prescribed value, the processing part 103 determines that current walking signal input from the walking pulse detection part 102 has not been generated by walking.
