A cooler of an exhaust gas recirculation system in a diesel engine is provided to improve the cooling efficiency and to allow the packaging of the exhaust gas recirculation system. A cooler(40) of an exhaust gas recirculation system in a diesel engine comprises a housing(10) having an intake port(40a), an exhaust port(40b), and a radiator fin arrangement surface(10a); metal radiator fins(210) attached to the radiator fin arrangement surface; and a radiator fin holder(220) for fixing the radiator fins on the radiator fin arrangement surface. The radiator fins are inserted in the groove of the radiator fin holder. The exhaust gas is discharged through the exhaust port after being cooled below 230°C.
