The construction (1) has two breakwater walls (3, 4) arranged on both sides of a boat rail (2) and forming a funnel shaped configuration pier (5), where the rail is provided with dampening units. The walls permit passage of wave water from exterior towards interior of the pier to channelize the water directed and concentrated towards an entry of a stranding zone (6) by generating descending current against direction of surge. The walls define lower and upper openings (20, 30), where the opening (30) has a dimension larger than that of the opening (20).
