PROBLEM TO BE SOLVED: To provide a parameter-setting device capable of dealing with a parameter by a unit which a user wants, even when versatility is provided. SOLUTION: The parameter-setting device 1 is provided with a flow-rate parameter-setting part 2, a general-purpose parameter-setting part 3, an off-line database 4, and a communication processing part 5, and performs parameter setting to a multi-variable transmitter 100. The general-purpose parameter-setting part 3 sets a URV value described by a common temperature unit that is used widely for the multi-variable transmitter 100. The flow-rate parameter-setting part 2 has a unit conversion part 22b for converting a TDr value described by a TDr temperature unit (unit which the user desires) into a TDr value described by the common temperature unit, and sets the converted TDr value (post-conversion TDr value).
