PROBLEM TO BE SOLVED: To provide an image forming apparatus for removing unwanted substance adhering to an image carrier if needed, thereby achieving excellent image formation. SOLUTION: The image forming apparatus is provided with: the image carrier which carries an image on a surface thereof; a charger to which a voltage is applied to generate an electric charge and which applies the electric charge to the image carrier; an image forming section which forms an electrostatic latent image on the image carrier and develops the electrostatic latent image, to form a developed image; a transfer fixing section which transfers the developed image from the image carrier and fixes it onto a record medium; a cleaning member which is movable between a contact position in contact with the surface of the image carrier, to clean the unwanted substance adhering to the surface of the image carrier due to the application of the electric charge by the charger and a separate position where the cleaning member is separated from the image carrier; and a cleaning member moving section which performs prescribed measurement with respect to the surface of the image carrier, to confirm the level of surface resistance on the surface and moves the cleaning member from the separate position to the contact position, when the level of the surface resistance is reduced to a prescribed lever or below.
