PROBLEM TO BE SOLVED: To provide an internal combustion engine control device capable of surely detecting an abnormal state of a rotation direction detection part detecting rotation direction of a crankshaft. SOLUTION: This device is provided with a rotation detection means including a rotation direction detection part detecting a rotation direction of the crankshaft 4 of the engine and outputting regular rotation signal or reverse rotation signal as rotation direction signal, and a rotation speed detection part outputting pulse signal according to rotation speed of the crankshaft 4, a stop position calculation part 11 calculating a stop position of the crankshaft 4 when the engine stops based on output from the rotation detection means, and an abnormal state detection part 12 detecting an abnormal state of the rotation direction detection part. The abnormal state detection means detects the abnormal state of the rotary direction detection part when an actual rotation direction of the crankshaft 4 and the rotation direction of the crankshaft 4 by the rotation direction signal are different.
