The device has a slider block (5) e.g. rectangular parallelepiped block, mounted and slidingly guided in an external radial conjugated lug (7) of a circular or rectangular or square frame (1) along a direction perpendicular to a plane of an opening edge (8) of the frame. The slider block is connected to a crowning element e.g. circular cover (3), by an articulation hinge to permit the hinge following ascending and descending displacements of the slider block in the lug during pivoting of the cover around the hinge between opening and closing position of the frame.
