PROBLEM TO BE SOLVED: To maintain constant communication quality by speedily detecting deterioration of the communication quality in carrying out train control by radio. SOLUTION: A digital telegram radio-transmitted from a vehicle is received on the ground side, safety control of a train is carried out by the received digital telegram, a communicating state of the radio-transmitted digital telegram is monitored between the vehicle and the ground and deterioration of a radio communication environment is monitored. As a result of monitor, it is determined to be communication quality deterioration of environment when, for example, a value to show the communicating state becomes constantly lower than a specified value. Thereafter, environmental improvement such as increase, a change, etc. of antennas is urged by reporting a territory the communication quality of which is determined to be deteriorated.
