PROBLEM TO BE SOLVED: To provide a scale removal apparatus for water supply and drain pipes for a housing facility which enables a reduction of load on a water heater and a housing facility by filtering water supplied to the water heater and the housing facility and treating fluid by a modulation electric field induced by a current flowing through a coil. SOLUTION: A filtration part 7 removing an organic matter contained in clean water or groundwater, and a scale removal part 9 where a coil is wound on the surface of a passage of the filtered clean water or groundwater, an alternating current of a square wave whose frequency changes with time is made to flow through the coil, and scale crystals are negatively charged by the modulation electric field induced by the current flowing through the coil are installed between a water supply pipe supplying the clean water or the groundwater and piping to the water heater and the housing facility.
