Disclosed is a gel-like medicinal agent which has excellent elasticity like a gelatin, can be determined clearly with respect to its end point of application, does not cause water syneresis, and hardly causes the gel destruction induced by the proliferation of bacteria. The medicinal agent comprises the following components (a) to (c): (a) a carrageenan component having a mixing ratio of ?-carrageenan to ?-carrageenan of 45:55 to 35:65; (b) a volatile medicinal agent; and (c) water.
