A variable speed driving apparatus using water as working fluid is provided to facilitate the control of the device by reducing the power consumption and increasing the efficiency of the power transmission. A variable speed driving apparatus using water as working fluid comprises the driving shaft(10), the driver(11), the housing(3), the driven wheel(21), the driven shaft(20), the outer housing(2), the water supply pipe(35), the scoop tube(30), and the operation lever(33). The driving shaft provides the torque. The driver is connected to the driving shaft and rotates. The housing is combined with the driver into one body. The housing contains the water(W) inside as the working fluid. The driven wheel is installed at the inside housing. The driven wheel rotates with the flow force of the water of driver and inside housing. The driven shaft is connected to the driven wheel and rotates. The outer housing surrounds the outside of the housing and the driver. The outer housing supports the driving shaft and the driven shaft. The water supply pipe supplies the water to the inside housing. The scoop cube ejects the water of the inside housing to the outside. The operation lever is connected to the scoop tube. The scoop tube comprises the curved portion(31), and the straight-line portion(32).
