PROBLEM TO BE SOLVED: To provide a method for readily producing a solvent-type inorganic-organic composite coating composition having both of the characteristics of an inorganic material and the characteristics of an organic material. SOLUTION: The method for producing the inorganic-organic composite coating composition comprises a step (1) of preparing a polyhydroxysiloxane solution by mixing a condensate of a tetraalkoxysilane, a hydrophilic organic solvent, water and a catalyst, a step (2) of mixing the polyhydroxysiloxane solution prepared at the step (1) with an organic binder. The method is regulated so that the amount of the mixed water in the step (1) may be not less than the equivalent (mol) of the alkoxy group possessed by the condensate of the tetraalkoxysilane and not more than two-times equivalent thereof, and the organic binder may be a solvent-type organic binder or a solvent-free type organic binder.
