PROBLEM TO BE SOLVED: To provide a key management system capable of managing a key for executing an application to a terminal, without disclosing the key. SOLUTION: A key management system 1 includes a reader/writer 30 including an anti-tampering device 38 storing an application key A required for executing an application and a key management device 10 for transmitting the application key A to the anti-tampering device of the reader/writer 30. The reader/writer 30 generates a pair of a public key P and a secret key S at the anti-tampering device 38, stores the secret key S within the relevant anti-tampering device 38 and transmits the public key P to the key management device 10. The key management device 10 uses the public key P to encrypt the application key A and transmits the encrypted application key A to the reader/writer 30. When the application key A transmitted from the key management device 10 is received, the reader/writer 30 uses the secret key P to decrypt the application key A at the anti-tampering device 38 and stores the decrypted application key A within the relevant anti-tampering device 38.
