PROBLEM TO BE SOLVED: To avoid start of a vehicle under such situation that running of the vehicle may become unstable. SOLUTION: In start control processing, this running controller determines whether operation is switched from a running driving force shutting-off condition in which running driving force is not transmitted to a driving wheel into a running driving force connection condition in which running driving force is transmitted to the driving wheel by operator's operation or not (step S20). When it is determined that operation is switched into the running driving force connection condition, it is necessary to apply limits on running of the vehicle in a loading condition, and rotational speed M of an engine exceeds the limit rotational speed Ma, transmission of running driving force for the driving wheel is forcedly shut off (steps S21 to S28). When transmission of running driving force is forcedly shut off, rotational speed of the engine is reduced.
