PROBLEM TO BE SOLVED: To provide an image forming apparatus in which a charging member and a cleaning member are free of a failure in rotation and which can have high cleaning property for a long period, and to provide a process cartridge loaded in and unloaded from the image forming apparatus. SOLUTION: The image forming apparatus is provided with: an image carrier 12; the roller-shaped charging member 14 rotating while abutting on the image carrier 12 to charge the image carrier 12; and the roller-shaped cleaning member 100 rotating always in contact with the charging member 14 and having an elastic layer formed on its surface. In the image forming apparatus, the repulsion load of the elastic layer 100B of the cleaning member 100 at compressibility of 50% is≤30 kPa.
