PROBLEM TO BE SOLVED: To provide a transfer roll which can secure excellent cleanability and hardly causes transfer irregularities and to provide an image forming apparatus. SOLUTION: The transfer roll 10 has an elastic layer and a surface layer on a base material. In the transfer roll, the surface roughness of the surface layer at the end portions in the axial direction of the transfer roll is higher than that in the central portion in the axial direction thereof and the thickness of the surface layer at the end portions in the axial direction of the transfer roll is higher than that in the central portion in the axial direction thereof.
