PROBLEM TO BE SOLVED: To provide a solventless photocurable and thermosetting coating agent composition that can form a protecting film excellent in scratch resistance and crack resistance on a supporting substrate and imparts the substrate with stainproof effects against staining substances such as fingerprint stain, antistaticity and a wiping-off property of an oily marking pen, and an article having a cured film thereof. SOLUTION: The solventless photocurable and thermosetting coating agent composition comprises [A] an organopolysiloxane compound represented by unit formula (1), [C] (CF<SB>3</SB>(CF<SB>2</SB>)<SB>m</SB>SO<SB>2</SB>)<SB>2</SB>NLi (m=0-7), [D] a radical photopolymerization initiator and/or a thermal condensation catalyst and, as occasion demands, [B] a (meth)acrylic group-containing compound other than the component [A].
