PROBLEM TO BE SOLVED: To provide a light-emitting member having almost no level difference of the light-emitting part and the other parts and excellent in durability. SOLUTION: This light-emitting member having almost no level difference of the light-emitting part and the other parts, and excellent in durability can be provided by having light-emitting groups on the substrate material surface such as a resin substrate material, etc., bonded with functional groups existing on the surface of a substrate material. The functional group is formed e.g. by ozone water-treating the resin substrate material surface, and chemically bonded by the reaction with the reactive substituents of a light-emitting substance having light-emitting groups emitting the light by the light of near ultraviolet light region.
