PROBLEM TO BE SOLVED: To improve entire throughput and to reduce useless retransmission. SOLUTION: When radio bearer is established between a mobile station 101 and a mobile communication system, for example, with a radio control apparatus 100 (S401), a suitable TCP receive window size (RWIN) is selected from among a plurality of prepared TCP RWINs in accordance with the type of radio bearer or the type of a transport channel and set to the mobile station 101 (S402). When the radio bearer is changed thereafter between the mobile station 101 and the mobile communication system (S403), a suitable TCP RWIN is further selected in accordance with the type of radio bearer or the type of a transport channel and set to the mobile station 101 (S404).
