PROBLEM TO BE SOLVED: To prevent generation of an uncomfortable impact sound of a handle of a traveling bag rapidly falling when hand is removed from the handle. SOLUTION: Figure shows a perspective view of disassembled handle and springs of a handle installation structure 30, a spring 40 for restriction is mounted on one mounting shaft 33, with a coil part 41 wound around the shaft. A spring 50 for restoration is mounted on the other shaft 34 so that an end part 51 is inserted into a slit 35. When the handle is lifted, the spring 50 for restoration warps, while the spring 40 for restriction loosens. When the hand is removed, the spring for restoration loosens to return the handle to its original position, while the spring 50 for restriction tightens, thereby rapid turning is prohibited.
