PROBLEM TO BE SOLVED: To provide a device, method and program for managing circuit optimization information, in which an accurate performance evaluation function can be directly input to a circuit constant optimization program without needing a complicated operation, and an optimized result without dispersion can be obtained regardless of the skill level. SOLUTION: The device comprises an accumulation part 23 capable of registering each piece of information for candidates of a circuit type used in a design object circuit, and a simulation test bench circuit, a simulation test input waveform and a circuit performance evaluation function for evaluating a simulation result, which correspond to each circuit type; and providing parts 23-28 for selecting, when a circuit type used in the design object circuit is selected, information for the test bench circuit, test input waveform and performance evaluation function corresponding to the selected circuit type from the information registered in the accumulation part, and providing the selected information to a circuit constant optimization program 3.
