An image monitoring system and a method thereof are provided to connect and control a local image controller and a remote image controller to an image transmission device at the same time, thereby improving convenience, facilitating maintenance and reducing costs. An image monitoring system includes a remote image controller(200), a local image controller(300), image viewer devices(400,500), and an image transmission device(100). The remote image controller controls an image device(120) connected remotely to the image transmission device. The local image controller controls an image device connected directly to the image transmission device. The image viewer device generates image data by connecting to the image transmission device remotely or directly. The image transmission device generates image data by receiving an image control command from the local image controller, and transmits the generated image data to the image viewer device.
