<p><P>PROBLEM TO BE SOLVED: To provide a fine-particle operation apparatus which enables to quickly and easily arrange a plurality of fine particles one by one at a specific position of an array shape, etc. using a cheap and simple apparatus and quickly and efficiently take out the fine-particles arranged at the specific position without being left behind, and to provide a fine-particle operation method. <P>SOLUTION: The fine-particle operation apparatus has a pair of electrodes 14, 15 consisting of a conductive member oppositely arranged in a fine-particle operation area 34, a fine-particle operation vessel 13 which is arranged through a spacer 16 of a flat plate shape between the pair of electrodes and also consists of an electrical insulator 8 of a flat plate shape having a plurality of fine pores 9 penetrated in the direction of the electrodes oppositely arranged, and a power source 4 for applying a voltage between the pair of electrodes, wherein the power source consists of a fine-particle fixing source and a fine-particle taking-out source.
