PROBLEM TO BE SOLVED: To provide a water-in-oil emulsified makeup remover which is good in usability or feeling in use, such as no sagging on the skin and refreshing skin feel after use, and high in makeup cosmetic-removing effect. SOLUTION: The water-in-oil emulsified makeup remover is prepared by compounding together (A) a silicone-based surfactant, (B) isoparaffin and (C) a dextrin fatty acid ester.
