PROBLEM TO BE SOLVED: To provide a device for estimating a secondary-battery state that dynamically estimates an internal state based on an electrochemical reaction while using a battery model with a reduced calculation load. SOLUTION: A diffusion estimation part 100 estimates a lithium concentration distribution inside an active material in accordance with a diffusion equation in the active material expressed by polar coordinates. An open-voltage estimation part 110 calculates an open voltage U(θ) corresponding to a local SOC θ based on a lithium concentration in an active-material interface estimated by the diffusion estimation part 100. A current estimation part 120 estimates a battery current density I(t) in accordance with a voltage-current relationship model formula generated by simplifying an electrochemical reaction formula while using a battery voltage V(t) measured by a voltage sensor, the estimated open voltage U(θ), and a battery parameter value set by a battery parameter value setting part 130. A boundary condition setting part 140 successively sets boundary conditions in the active-material interface for the diffusion equation of the diffusion estimation part 100 on the basis of the estimated battery current density I(t).
