<p><P>PROBLEM TO BE SOLVED: To provide a dynamic image encoding device which is capable of suppressing generation of flicker while remarkably preventing reduction of encoding efficiency. <P>SOLUTION: The present invention relates to a dynamic image encoding device which selects any one of first to n-th ((n) is a natural number equal with or more than 2), performs predictive coding processing for the unit of a block and outputs a result, comprising: an i-th mode encoding means for carrying out encoding processing in an i-th (1≤i≤n) encoding mode and calculating an encoding cost; a temporary mode selecting means for selecting a j-th (1≤j≤n) encoding mode in which the encoding cost outputted by each encoding means becomes minimum; and a final mode determining means for determining a final encoding mode and outputting encoded data on the basis of the encoding cost in the j-th encoding mode selected by the temporary mode selecting means and the encoding cost in the first encoding mode with a predetermined statistical lowest flicker strength. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
