PROBLEM TO BE SOLVED: To provide a label affixing device capable of affixing two labels one overlapping the other in a correct positional relation, and to provide a label affixing method and a label affixing program. SOLUTION: A clearing-sale label L2 is affixed overlapping a commercial product label L1 so as to cover the bar code of the label L1. Information, such as expiration date and recycle information, required to be displayed is not covered by the clearing-sale label L2 but is exposed.
