A method and an apparatus for effectively separating mortar and paste from intermediate materials of the construction waste are provided to supply the recycled sand output by separating mortar and cement paste, at the water absorption below 3. An apparatus for effectively separating mortar and paste from intermediate materials of the construction waste is composed of a housing having an input unit formed at the upper part to receive recycled aggregates and a discharging unit formed at the lower part to discharge the processed aggregates; plural impact panels(53) aligned in the housing along two disc-shaped side walls(52,52') facing each other in a horizontal direction and the outline of circumferential surfaces of the side walls; plural impact bars(55) horizontally connected between the side walls to hit and crush the recycled aggregates and to remove mortar and paste of the recycled aggregate; and a shaft installed in the center of the side wall to rotate the impact panels and the impact bars attached on the side walls.
