An apparatus for manufacturing an ice-molded product and a manufacturing method using the same are provided to minimize a defect rate due to an error of the amount of supplied mixture by forming a discharge passage at an upper mold so that water and air are discharged from the mold. An apparatus for manufacturing an ice-molded product comprises a lower mold(200) including a mixture of ice powder and water. An upper mold(100) is positioned above the lower mold and has a plurality of discharge passages to connect between the inside and the outside thereof. A driving unit(300) drives at least one of the upper and lower molds to press the mixture to form an ice-molded product, wherein water and air of the molding area are discharged to the outside through the discharge passages.
