摘要 PROBLEM TO BE SOLVED: To provide an activation method of a secondary battery capable of surely and efficiently aiming at activation regardless of a deterioration degree, to provide an activation device, to provide an activation pulse frequency measuring device, and to provide a charging device. SOLUTION: Measuring pulse voltage is impressed on a lead storage battery with frequencies of the measuring pulse voltage changed in a whole range of the lowest frequency fmin to the highest frequency fmax, and a current value flowing in the lead storage battery is measured by the measuring pulse voltage to find the maximum frequency at which the current value is to be maximum. And, an activation pulse voltage of the maximum frequency found is added to the lead storage battery. Then, the maximum frequency obtained by the measuring becomes a resonant frequency of the lead storage battery, so that large activation current can be made to flow in the lead storage battery, crystal coating of lead sulfate can be efficiently removed, and therefore, activation of the lead storage battery 2 can be surely and efficiently aimed at.
