<P>PROBLEM TO BE SOLVED: To surely confirm the person himself/herself of a user. <P>SOLUTION: An application reception system 20 transmits to a portable telephone terminal 10 an application support program for achieving functions for: acquiring a portable telephone number and a portable ID in accordance with a procedure start request from the portable telephone terminal 10; and generating application information including the portable ID, the portable telephone number and certificate image data when generating the certificate image data obtained by photographing a certification card with the user's picture and transmitting the generated application information to the application reception system 20, receives application information transmitted by performing the application support program in the portable telephone terminal 10 and receives detailed information transmitted from the portable telephone terminal 10.
