<p><P>PROBLEM TO BE SOLVED: To provide a controller and an information processing system which enable the adjustment of the playing quantity. <P>SOLUTION: The controller which outputs an operation signal responding to the input operation is provided with an operating element 5 for detecting the input operation and a control means which outputs the operation signal responding to the input operation with respect to the operation element while controlling the operation of the operation element 5. The operation element 5 is provided with an operating part 51 for displacing itself in the prescribed direction responding to the input operation, an energizing means 54 for energizing the operating part 51 in a direction reverse to the specified direction, a regulating part 524 which is disposed at a prescribed position within a mobile range of the operating part 51 and regulates the displacement of the operating part 51 in contact with the operating part 51 displaced, a reaction generation means 56 which generates a reaction against the displacement of the operating part 51 after the contact with the regulation part 524 and a moving means 56 for moving the regulation part 524 within the possible range.
