<p><P>PROBLEM TO BE SOLVED: To prevent concentration of access to a specific database or computer in an information management system. <P>SOLUTION: In a portable terminal 1, a construction information acquisition means 13 acquires and stores work result information, and a work result information transmission means 14 transmits the work result information to a server 2. In the server 2, a work result information receiving means 25 receives the work result information from the portable terminal 1, and stores it in a work DB 30. A report priority determination means 26 determines the priority of a work type code of the information, and when the priority is high, an immediate result report means 27 immediately reports the work result information to a host computer 3. When the priority is middle or low, a collective result report means 28 performs collective report. In the host computer 3, a work result information receiving means 33 receives and stores the work result information from the server 2. A processing priority determination means 34 determines the priority of a work type of the information, and when the priority is high or middle, an occasional processing means 35 performs occasional processing of the work result information.
