PROBLEM TO BE SOLVED: To provide an image binarizing device and method for realizing binarizing processing having high quality equal to a conventional technique at a lower cost and at a higher speed. SOLUTION: The image binarizing device 100 has a first block setter 2 for setting a block containing a plurality of pixels to a multi-valued image 1, a first block binarized threshold computer 3 computing block binarized thresholds at every block on the basis of a brightness mean value and a second block setter 4 setting the block containing the pixels smaller than the first blocks. The image binarizing device 100 further has a main binarization execution block setter 5 including the brightness value of the pixels in the second block and the block binarized thresholds and setting the second block and the block in the vicinity of the same group as the aiming block to a main binarization execution block when the brightness value is small and a main binarizing processor 6 comparing the brightness values of each pixel and the pixel thresholds interpolating the block binarized thresholds and practicing binarization.
