PROBLEM TO BE SOLVED: To provide a non-spherical sustained release microcapsule or millicapsule that inhibits initial release of a core substance and can encapsulate the core substance with 100% encapsulation ratio. SOLUTION: The sustained release microcapsule or millicapsule, that inhibits initial release of the core substance and can encapsulate the core substance theoretically with 100% efficiency, is a non-spherical three-layered microcapsule or millicapsule obtained by forming first (a) the surface layer, and subsequently (b) the core substance layer and (c) the back layer in this order.
