PROBLEM TO BE SOLVED: To provide a filter exhibiting high performance when used for capturing particles and having excellent permeability and a method for manufacturing the filter. SOLUTION: The method for manufacturing the filter comprises the steps of: stretching a molding, which is obtained by paste extrusion of a mixture of unsintered powder of high-molecular-weight PTFE (polytetrafluoroethylene) with a liquid lubricant, at such a stretch ratio that the vertical stretch ratio is 10-40 and the horizontal stretch ratio is 20-60 to obtain a stretched film; and sintering the stretched film. The filter obtained by this manufacturing method has 0.01-0.20μm average pore size and≤0.08 value of (A)/(B) (wherein (A) is an IPA flow rate (sec); (B) is an IPA Bubble Point (kPa)).
