PROBLEM TO BE SOLVED: To prevent adhesive from protruding to an area where the adhesive is not formed. SOLUTION: The method of manufacturing a polarization conversion element 1, in which an adhesion area 1A, where a retardation plate 10 is stuck, and a substrate exposed area 1B, where the retardation plate 10 is not stuck, on a plurality of places of the surface of a substrate 2 and the retardation plate 10 is stuck to the adhesion area 1A, comprises: a protective film pasting step for pasting a protective film DF having an adhesive 92 applied on one surface on the substrate exposed area 1B of the surface of the substrate 2 from the adhesive surface; an adhesive applying step for applying an adhesive 91 on at least the whole surface of the adhesive area 1A of the surface of the substrate 2; an optical member sticking step for sticking the retardation plate 10 to the adhesive area 1A by applying pressing force to the retardation plate 10 using the protective film DF as a guide; and a protective film peeling off step for peeling off the protective film DF to prevent the adhesive 91 from protruding to the substrate exposed area 1B.
