A portable Internet measuring device having an RAS(Radio Access Station) emulating function and a method for obtaining uplink synchronization and testing a PSS thereof are provided to obtain and analyze the uplink synchronization of the PSS, thereby testing quality of the PSS with low costs irrespective of performance of the PSS. A clock counter(260) generates a frame number where its number sequentially increases as much as 1 at each time interval as much as a length of one frame of a portable Internet signal. A D/A(Digital/Analog) converter(250) converts a downlink sub frame into an analog signal. An A/D converter(280) converts an uplink sub frame signal into digital data. An RF(Radio Frequency) processor(240) performs RF modulation of the D/A-converted downlink sub frame, outputs the sub frame to a PSS(Portable Subscriber Station), and demodulates the modulated uplink sub frame inputted from the PSS. A switching unit(295) selectively connects the RF processor to the D/A converter or the A/D converter. A signal generator(270) assigns a CID to the PSS by performing a pre-defined network entry process between the PSS and the signal generator, and generates a downlink sub frame by encoding downlink data having the CID information and the frame number generated by the clock counter. A signal analyzer(275) performs various analysis after decoding the uplink sub frame converted through the A/D converter. A controller(210) generally controls the above units, and controls the switching unit so as to be connected to the D/A converter after predetermined time has gone from a time when the switching unit is connected to the D/A converter.
