A financial approval processing system creating a variable key arrangement and a method thereof are provided to improve security by using a different encryption key in the next transaction if a key arrangement creating method is exposed. A financial approval processing system creating a variable key arrangement comprises a terminal(10) and a server(20). The terminal includes a decoding part(13), an encoding part(12), and a variable key arrangement creating part(14). The decoding part decodes data transmitted from the server. The encoding part encodes a password inputted from a user by using the decoded data. The variable key arrangement creating part creates the variable key arrangement which is used when the password is inputted from the user using the encoded data. The server includes a memory part(21), an encoding part(22), and a decoding part(23). The memory part has a plurality of encoding keys to be used for encoding the password inputted from the terminal. The encoding part of the server encodes data using a random encoding key. The decoding part of the server decodes the data received from the terminal.
