PROBLEM TO BE SOLVED: To obtain a substrate for perpendicular magnetic recording media suitable for magnetic recording media in a perpendicular magnetic recording system. SOLUTION: Texture working is used for polishing the substrate 10 for perpendicular magnetic recording media. When polishing slurry containing abrasive grains is supplied onto the rotating substrate 10 for perpendicular magnetic recording media to apply texture working to the substrate 10 for perpendicular magnetic recording media by pressing a polishing tape 26, the average diameter of polishing fiber contained in the polishing tape 26 is set to not more than 400 nm, and the average grain size of abrasive grains contained in the polishing slurry is set to not more than 150 nm.
