PROBLEM TO BE SOLVED: To achieve quick light quantity regulation and acquisition of necessary still images etc. SOLUTION: A first rotary shutter 15A with an opening 15P1 and a second rotary shutter 15B with an opening 15P2 are coaxially disposed to face each other and rotated at prescribed speed. The first rotary shutter 15A is rotated with the phase advanced in the direction of rotation relative to the second rotary shutter 15B, and by varying the speed of rotation of the first rotary shutter 15A, the exposure termination timing is varied while the exposure starting timing being fixed, so that the region of the overall opening MA is changed.
