PROBLEM TO BE SOLVED: To provide sanitary thin paper which is excellent in water absorbency and oil absorbency (generally called as liquid absorbency) and shows antibacterial property. SOLUTION: The sanitary thin paper is obtained by successively laminating a liquid absorbent pulp fiber base material layer 10, a pulp fiber middle layer 20 containing a photocatalyst and phosphoric acid zirconium, and a liquid absorbent pulp fiber surface layer 30 containing a hydrophilic metal oxide and a binder.
