PROBLEM TO BE SOLVED: To provide a material for forming an organic-inorganic composite capable of forming an organic-inorganic composite having a high refractive index by dispersing metal oxide fine particles in a fluorene-based resin without rendering to be turbid, and an organic-inorganic composite formed by polymerizing the material and an optical element using it. SOLUTION: This material for forming the organic-inorganic composite comprises a fluorene-based compound having an acryloyl group or methacryloyl group, an acrylic monomer other than the fluorene-based compound, a metal oxide fine particle, an alkylamine, an organic amine having a phenyl group and a photopolymerization initiator.
