A system and a method for processing payment according to an offline transaction approval mode of a mobile card are provided to reduce card approval expense and processing time by disabling the mobile card of a mobile terminal corresponding to a blacklist, and processing a payment approval between the mobile terminal and a card reader without using a card company server. A card company server(30) transfers card information including offline approval information to a mobile device(10) of a user and transfers a blacklist for suspending card transaction to the mobile device corresponding to a card number included in the blacklist. The mobile device receives/stores the card information, registers the blacklist to the card information, checks whether the card information is registered in the blacklist when payment is requested by using the card information, and permits the payment when the card information is unregistered. A card reader(23) of a member shop receives the card information from the mobile device, processes the payment and stores transaction data by completing the transaction in an offline mode when an offline approval procedure is available, and transmits the stored transaction data to the server in a batch mode. A mobile card receiver(21) receives the card information from the mobile device which is used as a mobile card(10).
