PROBLEM TO BE SOLVED: To perform access control (connection control) with agility and flexibility without imposing a burden on a user. SOLUTION: An HGW(B) stores, in a notification destination device, information DB notification destination device information specifying a device to which it is notified that a connection request is received and when a connection request is received from a home network (A), it is inquired to a mobile phone (B) stored in the notification destination device information DB whether to permit the relevant connection. When the response of permission is received from the mobile phone (B), the connection with the home network (A) is permitted, but when the response of rejection is received from the mobile phone (B), the connection with the home network (A) is rejected. Thus, when the connection request is received, the HGW(B) inquires the mobile phone (B) whether to permit the relevant connection and controls the connection, so that access control (connection control) is performed with the agility and flexibility without imposing the burden on the user.
