PROBLEM TO BE SOLVED: To provide a solid state electrolytic capacitor having a rated voltage of 20 V or above at reduced cost and low ESR, and to provide its manufacturing process. SOLUTION: In a solid state electrolytic capacitor where conductive polymer is held as an electrolyte layer in a capacitor element produced by winding an anode foil having an anodic oxidation coating formed on the surface and a cathode foil through a separator, PEDOT is used at first as the conductive polymer and the electrolyte layer is formed of the PEDOT. When a layer of PEDOT where the effect of dopant is reduced is formed subsequently, monomer is diluted with solvent having a carbonyl group consisting of an aldehyde functional group or a ketone functional group in a step for impregnating the capacitor element with oxidizing agent and then impregnating it with monomer.
